During the “Twelfth Five-Year Plan” period, combining the major needs of national economic development and the basis for the development of existing innovation carriers, the country will select areas with advantageous innovation conditions and foundations, and pilot construction of major innovation bases of 15 to 20 countries. By 2020, based on the experience gained from the pilot construction work, we will focus on the key areas and priority themes identified in the National Medium- and Long-Term Scientific and Technological Development Plan outline, and build a number of national major innovation bases.

In the “12th Five-Year Plan” period, smart grids, UHV, and new energy vehicles will start pilot projects for the construction of major national innovation bases. The plan points out that major national innovation bases for key projects should be built, mainly for the development of major strategic products and projects, to promote the rapid diffusion of innovation results in the stages of technology development and engineering, and to promote the demonstration of engineering applications for major innovation results to ensure national priorities. The smooth implementation of the project fills a gap in the national strategy and enhances China's international competitiveness. According to the existing basis, during the “Twelfth Five-Year Plan” period, pilot projects for the construction of major national innovation bases will be launched in the fields of high-speed trains, smart grids, UHV, and deep-sea projects. At the same time, major national innovation bases for emerging industries should be built, and pilot projects for the construction of major national innovation bases should be launched in areas such as new energy vehicles, non-ferrous metal new materials, smart manufacturing, optoelectronics, mobile communications, and bio-pharmaceuticals.

In addition, the country will also build basic and public major national innovation bases, build a national major innovation base for agriculture, and build a national major innovation base for traditional industries.
