During the “Twelfth Five-Year Plan” period, pilot projects for the construction of major national innovation bases will be launched in such fields as high-speed trains, smart grids, and UHV and deep-sea projects. Recently, the Ministry of Science and Technology and the National Development and Reform Commission printed and issued the "12th Five-Year Plan for Major National Innovation Bases," and the Smart Grid and UHV entered the country for the construction of a major innovation base.

The National Major Innovation Base refers to the purpose of achieving the national strategic goals, with the goal of promoting close links between all aspects of the innovation chain, realizing major innovations, and accelerating the transformation and diffusion of results. It is a state-of-the-art facility with advanced facilities, excellent personnel, and efficient operation. Innovation organization.

During the “Twelfth Five-Year Plan” period, combining the major needs of national economic development and the basis for the development of existing innovation carriers, the country will select areas with advantageous innovation conditions and foundations, and pilot construction of major innovation bases of 15 to 20 countries. By 2020, based on the experience gained from the pilot construction work, we will focus on the key areas and priority themes identified in the National Medium- and Long-Term Scientific and Technological Development Plan outline, and build a number of national major innovation bases.

In the “12th Five-Year Plan” period, smart grids, UHV, and new energy vehicles will start pilot projects for the construction of major national innovation bases. The plan points out that major national innovation bases for key projects should be built, mainly for the development of major strategic products and projects, to promote the rapid diffusion of innovation results in the stages of technology development and engineering, and to promote the demonstration of engineering applications for major innovation results to ensure national priorities. The smooth implementation of the project fills a gap in the national strategy and enhances China's international competitiveness. According to the existing basis, during the “Twelfth Five-Year Plan” period, pilot projects for the construction of major national innovation bases will be launched in the fields of high-speed trains, smart grids, UHV, and deep-sea projects. At the same time, major national innovation bases for emerging industries should be built, and pilot projects for the construction of major national innovation bases should be launched in areas such as new energy vehicles, non-ferrous metal new materials, smart manufacturing, optoelectronics, mobile communications, and bio-pharmaceuticals.

In addition, the country will also build basic and public major national innovation bases, build a national major innovation base for agriculture, and build a national major innovation base for traditional industries.

According to the plan, the national major innovation base has the following four functions as a whole: First, it must focus on national strategic objectives, identify, propose, undertake and complete major scientific, technological, and engineering tasks, ensure the country's major needs, and upgrade China's core competitiveness. The second is to integrate superior scientific and technological innovation resources, establish open sharing and collaborative innovation mechanisms, carry out major original and integrated innovations, improve independent innovation capabilities, continue to maintain the leading position of scientific and technological innovation, and promote technological innovation services in key areas and key industries. The third is to achieve rapid transformation and diffusion of innovation results, promote the combination of science and technology and economy, and support the healthy development of China's economy and society. The fourth is to attract, converge, and cultivate high-level leaders and innovation teams in science, technology, engineering, and industrialization.
