Historical data show that in 2010, the monthly increase of electricity consumption in the whole society of our country experienced large fluctuations: In addition to the influence of Spring Festival in February, the monthly electricity consumption increase from January to May was more than 20%; In August, the monthly electricity consumption growth rate dropped to about 14%; the monthly electricity consumption from September to December showed a downward trend.

Xue Jing said that heavy industry electricity consumption is the main factor affecting China's electricity growth. Excluding the relatively low base of the previous year, investment driven and steady and rapid economic development were the main reasons for the rapid growth in heavy industry electricity use last year. The strong growth of the four major industries including building materials, black smelting and non-ferrous metal smelting increased the use of electricity. .

"The good sign is that in the second quarter of last year, under the influence of advancing structural adjustments and increasing energy-saving and emission-reduction measures, heavy industry electricity consumption began to decline and it further declined in the fourth quarter," said Xue Jing.

Experts believe that in order to achieve the energy saving target of 20% energy consumption reduction during the “11th Five-Year Plan” period, local governments in the second half of last year all issued a series of policies to limit energy consumption and generally adopted measures to “turn off electricity restrictions.” Affected by this, production power consumption in various industries has declined significantly, especially in the four high-power consumption industries such as chemical industry, ferrous metals, non-ferrous metals, and electricity, and the rate of increase in electricity consumption has experienced a sharp decline in the fourth quarter of last year. .

Xue Jing said that the steady growth of electricity consumption in the tertiary industry and residents is also the main force driving up electricity consumption last year. It shows that the economic restructuring of the tertiary industry and the stimulation of consumption has been effective. Data show that in 2010 China's tertiary industry increased the use of electricity by 1.28 percentage points over the previous year, urban and rural residents' electricity consumption was 512.5 billion kwh, an increase of 12.02%, basically the same as last year.

The data shows that in the secondary industry last year, the industrial electricity consumption that accounted for more than 70% of the national electricity consumption increased significantly. The annual total amounted to 308.87 billion kWh, an increase of 15.44% year-on-year, an increase of 10.84 percentage points over the previous year. Among them, light and heavy industrial electricity consumption increased by 11.89% and 16.19% year-on-year respectively.

“The heavy-duty industrial electricity consumption continues to grow rapidly, indicating that the country’s future tasks of energy-saving emission reduction and structural adjustment are arduous and should not be relaxed,” said Zhang Xiaojing.

Zhang Xiaojing said that the pursuit of GDP by some local governments will cause great obstacles to China's energy-saving emission reduction and structural adjustment. There will be pressure on energy supply, which is reflected in the increase in electricity consumption of the entire society.

On the 21st of the "12th Five-Year Plan" research report of the power industry, the relevant person in charge of the CEC said that in 2015, the total electricity consumption of the society will reach 5.99 trillion - 6.57 trillion kwh. The average annual growth during the period was 7.5%-9.5%; the maximum load reached 994 million-1.090 billion kilowatts, and the average annual growth during the 12th Five-Year Plan period was 8.6%-10.6%.

Xue Jing said that based on the large base in 2010 and the tightening of energy conservation and emission reduction measures in the first year of the “Twelfth Five-Year Plan”, it is expected that the growth rate of electricity consumption in the entire society will fall back in 2011.
