High-end numerical control systems have broken foreign technology monopolies, and high-end equipment has achieved significant innovations. The successful trial production of the "Blue Whale 1" in the South China Sea and the C919 large passenger aircraft and AG600 amphibious aircraft made their first flights. The Party Central Committee and the State Council extended their congratulations. Provinces like Shanghai, Zhejiang, Hubei, Liaoning, and Shaanxi refined their implementation of sub-provincial and provincial guidelines, actively planned new projects, and promoted pilot cities to achieve outstanding results.
Second, significant progress has been made in building a strong network nation. The information network infrastructure has been steadily advanced, with full completion of optical network cities. Three new direct connections have been put into operation. The fixed broadband penetration rate has met the target of the "13th Five-Year Plan" ahead of schedule. Gansu, Jiangxi, and Henan administrative bureaus actively coordinated policies, strengthened quality supervision, and completed high-quality pilot projects ahead of schedule, accelerating user access and stimulating economic development in remote areas.
Third, the integration of manufacturing and the Internet has been accelerated. Guidance on "Internet + advanced manufacturing" was introduced, and the Industrial Internet Standard System Framework 1.0 was released. A number of industrial Internet platforms were cultivated. Intelligent manufacturing engineering was vigorously promoted, with 202 standardization and application projects completed, breakthroughs in key technologies, and the cultivation of several billion-yuan revenue system solutions. Provinces like Jiangsu, Shandong, Zhejiang, and Hunan increased policy support, achieving remarkable results in smart manufacturing and ecological development.
Fourth, significant achievements have been made in supply-side structural reforms. Steel production capacity exceeded the annual target of 50 million tons, and 140 million tons of "ground steel bars" were fully cleared. Mergers and reorganizations of enterprises took place smoothly, and worker placements were orderly. Comprehensive standards were used to promote backward production capacity withdrawal, resolving excess capacity in electrolytic aluminum, cement, and flat glass industries. Hebei, Jiangsu, and Shandong provinces achieved outstanding performance in capacity reduction, accounting for about 75% of the national total.
Fifth, the industrial economy showed steady momentum. Consumption continued to drive growth, with new smart hardware and virtual reality products emerging. Mobile payments and sharing economy led global trends, with consumption reaching 4.5 trillion yuan. Investment in advanced manufacturing industries increased, with over RMB 2 trillion in loans issued. Traditional industries upgraded faster, with 44.6% of industrial investment going to technological transformation. New kinetic energy accumulated, with 70 national technological innovation demonstration enterprises and 47 national industrial design centers identified.
The 2017 performance reflects the progress of the past five years. Under the leadership of the Party Central Committee with Comrade Xi Jinping at its core, we implemented the decisions of the Party and the State, promoted strict party governance, and institutionalized learning. We adhered to the path of Chinese-style new industrialization, achieving historic progress and changes in industrial and informatization endeavors.
