At the legislative hearing on the "Shenzhen City Lighting Management Measures (Draft for Comment)" held yesterday, the Urban Management Lighting Management Center shared key insights about the city's lighting infrastructure. It was revealed that Shenzhen currently has approximately 240,000 energy-saving LED street lights, with an energy-saving effect exceeding 50% compared to traditional lighting systems. The discussion centered around how to balance energy efficiency with adequate illumination, especially in the context of landscape lighting.
One of the main topics of the hearing was whether the proposed measures would overly restrict the scope of landscape lighting. The Shenzhen Legal Affairs Office stated that the goal is to regulate and improve urban road lighting through legislation, including the implementation of the "three simultaneous" requirements—ensuring that functional lighting and key landscape lighting facilities are designed, constructed, and put into use at the same time as the main project. These facilities must also comply with the city’s overall lighting plan.
A key concern raised by citizens was how to reconcile energy conservation with sufficient lighting. Some argued that there is a natural tension between these two objectives, particularly when it comes to landscape lighting. Citizen Chen Jingliang pointed out that while high-pressure sodium lamps and metal halide lamps are still widely used, they tend to be less energy-efficient. Meanwhile, LED street lights, although more energy-efficient, can suffer from issues like light decay over time. In response, the Shenzhen City Management Bureau emphasized that a special urban lighting plan is being developed to better manage this balance. This plan will take into account factors such as geography, cultural elements, and traffic safety, and will set different lighting standards based on the function of various urban areas and time periods.
Another issue discussed was the problem of tree shadows blocking streetlights. Citizen Zheng Xiaojun noted that he often found the roads too dark at night, with trees obstructing the view. In response, the bureau explained that Shenzhen uses intelligent monitoring systems to adjust lighting based on sunrise and sunset times, ensuring optimal lighting duration each day. The city also follows strict design standards, including local regulations on LED street lighting, to ensure that lighting meets both technical and aesthetic requirements.
Citizen Lunan suggested that the legislation should include specific guidelines for sidewalk and greenway lighting, taking into account the surrounding environment when determining the number, intensity, and appearance of streetlights. The bureau confirmed that maintenance and regulatory standards have already been established to ensure consistency and quality in urban lighting management. With ongoing efforts to refine these policies, Shenzhen aims to create a more sustainable and visually appealing urban environment.
