One of the main topics of debate was whether the proposed measures would overly restrict landscape lighting. The Shenzhen Legal Affairs Office confirmed that the goal is to introduce legislation aimed at improving the construction and maintenance of road lighting while enhancing the city’s visual appeal through “three simultaneous†requirements—meaning that lighting facilities should be designed, constructed, and put into use alongside the main projects they serve.
The “Measures†also emphasize that both functional lighting and key landscape lighting must align with the city’s overall lighting plan. This ensures that lighting is not only efficient but also aesthetically integrated with the urban environment.
A major concern raised during the hearing was how to balance energy efficiency with adequate lighting. Some participants argued that energy conservation and sufficient illumination are inherently conflicting. Citizen Chen Jingliang pointed out that traditional lighting sources like high-pressure sodium and metal halide lamps are energy-intensive, while LEDs, although more energy-efficient, may suffer from light decay over time.
The Shenzhen City Management Bureau Lighting Environmental Management Center explained that the city has already implemented a special urban lighting plan to address these challenges. This plan takes into account the natural geography, cultural context, and traffic safety needs of different areas. It sets specific lighting standards for various regions and times of day, ensuring that energy savings do not come at the cost of public safety or comfort.
Another pressing issue discussed was the problem of trees blocking streetlights. Citizen Zheng Xiaojun shared his experience of walking at night and finding the lighting too dim due to tree cover. In response, the bureau mentioned that Shenzhen uses intelligent monitoring systems to adjust lighting based on sunrise and sunset times, resulting in varying lighting durations throughout the year. For example, there can be up to an hour and 15 minutes difference between winter and summer lighting periods.
Additionally, citizen Lunan called for clearer design guidelines for sidewalk and greenway lighting. He suggested that lighting intensity, number of fixtures, and their appearance should be tailored to the surrounding environment. The Shenzhen Urban Management Bureau responded by stating that it has developed detailed maintenance and regulatory standards to ensure consistency and quality in urban lighting management.
