In recent years, the 2017 Asia-Pacific Smart City Development Summit took place during the 19th Hi-Tech Fair (China International Hi-Tech Fair) in Shenzhen. The event brought together experts, scholars, and industry leaders to discuss the future of smart city development across the Asia-Pacific region. Cheng Xiaobo, Director of the National Information Center, highlighted China's significant progress in smart city initiatives, emphasizing breakthroughs in concept, technology, management, and model innovation.
He pointed out that China has become a key platform for implementing new development concepts and promoting integrated governance. According to Cheng, the country’s smart city journey has transitioned from an initial phase of "starting up" to a more mature stage of "running and operating," with the potential to lead and surpass others in the future.
The summit, themed “Smart Inclusion and Innovative Cities,†was hosted by the National Information Center and IDG. It featured discussions on global smart city strategies, including the U.S. Smart City Action Initiative, Japan’s Smart Japan ICT Strategy, Canada’s Digital Canada 150 Plan, the UK’s Digital Economy Strategy, India’s 100 Smart Cities Mission, Russia’s 15 Cities Digitization Program, and Singapore’s Smart Nation 2025 initiative.
Cheng emphasized that China has been actively advancing its smart city agenda, aligning it with national goals such as the 13th Five-Year Plan and the vision outlined at the 19th National Congress. He noted that integrating technology, business, and data is essential for cross-level and cross-regional collaboration.
Despite the rapid progress, challenges remain, including issues with institutional frameworks, top-level planning, public satisfaction, and cybersecurity risks. To address these, Cheng proposed four key strategies: promoting open data sharing, enhancing public participation, stimulating institutional innovation, and building strong teams for policy and design.
First, he called for greater openness and data sharing to unlock the full potential of smart cities. Second, he urged more public involvement in the planning and evaluation process, ensuring that smart solutions meet real needs. Third, he stressed the importance of market-driven innovation and government coordination to overcome systemic barriers. Finally, he highlighted the need for skilled teams to support long-term smart city development.
Overall, while challenges persist, the momentum behind China’s smart city initiatives continues to grow, promising a future where technology and people-centric approaches work hand in hand.
