[Voice] "Big Data" Can't Support China's Smart Cities

The construction of smart cities in China cannot be simply understood as the integrated application of technologies such as cloud computing, big data, and the Internet of Things, but the "four integrations" of industrialization, informationization, urbanization, and agricultural modernization. ——Pan Yunhe, Academician and Executive Vice President of the Chinese Academy of Engineering

Currently, the construction of local smart cities is on the rise. Whether the construction of smart cities can proceed well and quickly has become an important link to the successful realization of this major strategy of the "Chinese Dream". However, since different cities have different characteristics, the intelligent construction of cities should also have distinctive characteristics. No matter whether it is a big city, a small city, or a town, you can take a flexible and pragmatic way of intelligent development according to your own spatial and industrial characteristics. This is the scientific way of intelligent city development.

How to improve our understanding of the laws of urban development in China to a new level, and embark on an intelligent development road with Chinese characteristics has become an important task at present.

The construction of smart cities is initiated from the bottom up in China, and the enthusiasm for applying for pilot projects is high. At present, some local governments are actively taking action, hoping to explore new models of urban development by building smart cities.

As early as 2011, Ningbo proposed to make full use of modern information and communication technologies to gather people's wisdom and give things intelligence, so that people who gather wisdom and intelligent things can coexist, interact and complement each other to achieve the most economic and social activities. Optimized new models and new forms of urban development.

In order to promote the intelligent construction of Chinese cities, in recent years, some well-known IT companies at home and abroad have also actively provided a large number of smart city solutions for local governments in China. However, some problems have been exposed in the course of practice.

For example, some regions only interpret smart cities from the perspective of informatization, and promote the construction of smart cities through technology and equipment, which cannot easily solve the problems of urban development in China. At the same time, blindly using high-tech tools in urban construction, lack of long-term planning for urban construction, but easily lead to decision-making mistakes in urban development.

If the construction of smart cities does not solve the main problems of the city, nor achieve economic development, and the city, government and enterprises have not achieved a win-win situation, then the city's smart development will lose its significance.

The construction of smart cities in China cannot be simply understood as the integrated application of technologies such as cloud computing, big data, and the Internet of Things, but the "four integrations" of industrialization, informationization, urbanization, and agricultural modernization.

The process of building a smart city is the process of making the city develop more ingeniously, that is, the process of upgrading the major industries in China and improving the living standards of most people.

Local governments should promote the construction of smart cities according to local conditions, scientifically make their own vertical comparisons, do not need to rely too much on horizontal comparisons, and do not blindly follow the trend, thereby losing the city's development goals and characteristics. Therefore, the construction and development of smart cities must focus on the following five aspects:

First, the intelligent development of urban capital construction. For example, how can the city develop ingeniously, how should the streets be laid out, how should the houses be built, how should the city be planned, and how many people should the city develop into?

Second, the intelligent development of urban industries. For example, what kind of industry is most suitable for this city, what industries should be developed in the past five years, and what direction these industries may turn in five years later. In a city with an average house price of 20,000 yuan and 30,000 yuan per square meter, what kind of industry can match it.

Third, the intelligent development of urban information environment. For example, how much broadband should the city have in 5 or 10 years, what content will be transmitted and carried in the broadband, which sensors should be distributed, and what data should be collected. Even on the basis of this data, how can a city install a new application system, so that each resident knows how to obtain the required resources in the city where he lives through this system.

Fourth, the intelligent development of urban management and services. For example, how can cities provide residents with efficient services in education, learning, transportation, and government affairs.

Fifth, the intelligent development of urban human resources, that is, the improvement of the knowledge, ability and quality of urban residents. A city can only run well if it combines the intelligence of its equipment with the intelligence of its people. At the initial stage of industrialization, we relied on the demographic dividend. In the period of industrialization and upgrading, we have to turn more to relying on knowledge dividends and talent dividends.

China and developed countries are at different stages of development, and it is not feasible to simply copy the development model of digital cities in Europe and America. Unlike developed countries such as Europe and the United States that apply computer systems to the urban management process, smart cities in China should have a higher level of design and richer connotations. The development path of China's smart city must have its own characteristics.
