National Energy Administration formulates guidelines for photovoltaic industry

In response to the problems in China's photovoltaic power generation, Deputy Director Liu Qi stated that the National Energy Administration will work with relevant departments to formulate and improve relevant policies and measures to promote the healthy and sustainable development of the photovoltaic industry.

Xiao Jian, a research fellow at China Investment Advisor New Energy Industry Research Institute, believes that the Energy Administration has this idea “very well and truly”, but the lack of feasible guidance is likely to be an empty talk.

First of all, the Energy Bureau “combines with” the Ministry of Finance and the China Meteorological Administration to support the detailed investigation and evaluation of solar energy resources, which is tantamount to “an umbrella after the rain”. The distribution of solar energy resources in our country is relatively concentrated, with the northwest provinces and regions being the most prominent, and the problems of excessively fast and excessive production capacity in these regional projects are urgently needed to be solved. “If we can strengthen project approval, we will solve the structural imbalance in the photovoltaic industry from the source. It must be excellent."

Second, the formulation and implementation of a renewable energy power quota system is purely stupid. At present, the domestic photovoltaic power plant has a small amount of power generation, and the enthusiasm of enterprises for power generation is not high. There is absolutely no need to implement a quota system. It is not advisable for the Energy Administration to attempt to regulate photovoltaic power generation through a quota system. If local governments can implement such policies as electricity price subsidies and tax incentives, they will be “extremely good.” The practice of putting the cart before the horse will greatly limit the sustainable development of the photovoltaic power generation industry.

Finally, the idea of ​​“developing measures for the management of distributed power generation projects and promoting the implementation of distributed photovoltaic power generation development” is somewhat unrealistic. Distributed generation projects are costly and need to be close to densely populated areas, while China’s solar energy resources are severely imbalanced in spatial distribution. There is no basis for implementation of distributed photovoltaic power generation projects in the Northwest China. Large-scale use of this model will inevitably lead to waste of resources and overcapacity. , structural imbalances and other multiple problems. “If it is possible to liberalize the power grid investment right, allowing the local grid to invest in the construction of the power grid, and improving the efficiency of sending power from the west to the east, it must be an excellent place.”

Zhang Yanlin, research director of China Investment Consulting Co., Ltd. pointed out that the current situation of the photovoltaic industry is worrying. The internal and external difficulties make PV companies unable to extricate themselves from bankruptcy. The starting point for the Energy Bureau to formulate industrial guidance is good, but it is hard to avoid taking the form of suspicion. The local government should introduce specific measures as soon as possible, in-depth analysis and study of specific photovoltaic companies to help companies get out of difficulties as soon as possible, so that Levi, Suntech and other star companies can see the "sun tomorrow."
